The cabinets allow you the space in which to place disparate items that you do not want out in plain view or that you simply don't want cluttering the bathroom.

The use of the shelf can be either functional or creative or both. Even a single shelf can be a tremendous space saver, especially inside a smaller bathroom. Unless the over-the-toilet shelf is actually built into the bathroom wall, it will be installed using one of two different ways. Either position the shelf unit against the wall behind the toilet, with the lowest shelf over the toilet tank, or install the shelf unit directly onto the wall behind and above the toilet. If the shelf unit is freestanding, take additional care to avoid inadvertently knocking into the shelf, causing it to move and shelf items to possibly fall off.
Single Shelf Installation Tips

Especially when a single shelf is attached to the wall and used for towels and washcloths, remember that these items are heavier when wet. Install wall anchors, such as plastic anchors, as additional support in the bathroom wall before you install the screws that will hold the shelf. Also use a level to ensure that you install the shelf ends at an even height. You will inevitably need to remove the toilet tank lid to make adjustments or repairs to the flushing components within the tank, so don't install the shelf too closely to the tank to prevent you from doing this.
