1
Inflate a 260 balloon of any color until it reaches its full length. Tie a knot at the end so that it remains inflated.
-
2
Wrap the balloon around the head of the person who will eventually wear the birthday balloon hat to measure the size it needs to be. Mark the length by pinching the section of the balloon gently with your fingers.

3
Bring the opposite end of the balloon to the area you are pinching. Pinch this opposite end as well, making a small bubble, about an inch wide. Wrap this bubble around the first area that you are pinching. This will create a circle shape with a long tail; it should resemble a lasso.

4
Grab the tail of your balloon and pinch it at the very end, creating a bubble that is approximately 1-inch wide. Pull the tail over to the circle part of your balloon, to the front of the circle, which is the area of the balloon circle that is directly opposite the tail. Pinch this part of the circle.

5
Wrap the pinched part of the tail around the pinched part of the circle. Twist the sides of the circle as you're wrapping the tail around the center, it help facilitate the process. You should now have a balloon helmet.
-
6
Inflate five small orange and yellow balloons and knot their ends so that they stay inflated. Pinch the very bottom of one of the small balloons, creating a small bubble.
-
7
Pinch the middle of the top portion of the helmet. Wrap the small balloon's bubble around this section of the helmet, twisting the balloon until you secure it at the top of the helmet. Repeat this process with the rest of the yellow and orange balloons. When finished your hat should resemble the candles on a birthday cake.
