Start TF2 and join your server as you normally would.

Press the tilde (~) key to open the console once you have joined the server.

Type "sv_add_bots +x" where "x" is the number of bots you want to add. Remember that the total number of players in the server cannot exceed 32, including the bot players.

Press "Enter" to execute the command and add the bots to the server.
