"Hello my name is Carole Wilbourn. I'm the cat therapist here in New York City. In this clip I'm going to be talking about is it legal to neuter a cat without a vet. It is absolutely illegal to neuter a male cat or spay a female cat, without the supervision of a veterinarian. Absolutely illegal, and it can also be critical. In neutering a male cat and spaying a female cat, there is great expertise that is needed. One has to know how to deal with anesthesia. How to make incisions and do all the rest that's needed for either one of these procedures. If ever you hear of anyone neutering or spaying a cat without a vet's supervision, please report this to the local authorities. We want all cats to be safe. Thank you. Once again, this is Carole Wilbourn the cat therapist in New York City."
