Natural gas is an alternative energy to electricity in Texas and used for heating the home as well as drying clothes and heating water. Between 1999 and 2008, the cost of natural gas doubled for the U.S. consumer, reports the U.S. Energy Information Administration. An increase of this size often creates consumer concerns and inquiries to the appropriate authorities. Residents may get lost in the search for answers or for instructions for filing a complaint. The authority in Texas is not the gas company that provides your natural gas.

      Contact your city if the natural gas provided is within the limits of an incorporated city. The city has original jurisdiction.

      Contact the Railroad Commission of Texas if you do not get answers from the city. Texas established the Railroad Commission (RRC) in 1891 to prevent discrimination in railroad charges. Over the years, the duties of the RRC have changed and it now regulates the natural gas industry, including drilling, licenses and permits.       Have your most recent gas bill handy when calling the RRC. It accepts telephone calls at 877-228-5740 or 512-463-7164. and suggests that this is a quick resolution to many billing issues or complaints. These telephone calls are recorded, and you will want to know what to expect.

      File a complaint with the Texas attorney general's office if you do not receive satisfactory answers at the RRC. The Attorney General's Consumer Complaint Division recommends contacting the Railroad Commission, but also suggests that billing complaints can be filed with its office.
