How to Stop Displaying the Vista Security Center Check Users Access Message
According to Microsoft, "User Account Control (UAC) is a new security component in Windows Vista. UAC enables users to perform common tasks as non-administrators, called standard users in Windows Vista, and as administrators without having to switch users, log off, or use Run As." UAC helps to keep your computer secure by preventing programs from installing on your computer without receiving your permission.
When an unauthorized program or process tries to install or make changes to your system, a message (user access message) pops up asking if you give permission to proceed. While Windows suggests leaving this option enabled, there are situations where it makes sense to disable this message, such as in test environments or environments where certain software applications are pre-approved.
User Account Control messages can be disabled on an administrator, or standard user level. You can stop User Access messages from displaying for standard user accounts, on Windows Vista Enterprise or Windows Vista Ultimate.

Verify that you logged into the computer as a local administrator. If you are not certain if you have local administrator's rights, the easiest way to find out is to click on start menu, click on control panel, then select "User Accounts." Look to the right and you will see your user name; right below your user name should say "Administrator" if you are logged in under an Administrator account. Close out window after verifying.

Click on your Start menu to display menu options, then select All Programs, and then scroll to the top of the folder list and click on Accessories.

Select Run, and type "secpol.msc" (do not include quotation marks). Click OK. This should bring up the following message "Windows needs your permission to continue."
Click on the option to continue. -

Choose "Local Policies" and double mouse click on Security Options. Search the list by scrolling down until you find "User Account Control: Behavior of the elevation prompt for standard users" then double mouse click.

Select the drop-down menu option "Automatically deny elevation requests." This will disable the message from displaying in the future. Click OK and close window.

Tips & Warnings
Do not try to perform these steps if you don't have local administrator's rights.
These steps will not work on the following unsupported versions: Windows Vista Starter, Windows Vista Home Basic or Windows Vista Home Premium.
