Pick a venue. Different themes and decorations can be inspired by the space. If you decide on an outdoor party, then more sturdy decorations may be needed and you may pick a more outdoorsy theme, such as a bonfire or luau party.

Pick a theme. For this, you will want to involve the honoree. Unless it's a surprise party, there's absolutely no reason not to have the 16-year-old-to-be in the decorating process. If it's a surprise party, then take inspiration from her personal style. Look at her clothing, her bedroom and her interests. If she's into music, then a rock theme might be appropriate. If she loves the beach, then throw a beach party.
A theme does not have to necessarily fit a concept. You can just as easily decide on an aesthetic theme, involving her favorite colors and patterns. If she's more classic, then a Victorian pattern paired with pastels may be an option, or if she's more punk or hard edged, then a red plaid paired with black accents would really pop.

Make a budget. It's easy to go overboard after you pick a theme and a venue you enjoy. Make a budget that you are comfortable with and stick to it.

Make an inventory. Figure out how many guests you are going to have, and make a list of what you will need. Be sure not to forget about cutlery, plates and cups. If your budget allows, get these to match your theme.
Don't limit yourself to just balloons and streamers. Beaded curtains, table cloths, rugs and other linens elegantly draped over the tables, on the walls or in entryways can create a dramatic and hip look.
