For leg toning exercises to be of benefit you need to do them two days a week, preferably three. The only reason you wouldn't continue is if legs are excessively sore or tired. Therefore, never workout when legs are hurting or you could make them worse or even cause injury.
You always need to take into consideration job and lifestyle. For example, a person who works on a construction site and does physical labor may be not have as much leg strength left as an office worker who sits all day.

Whatever form of exercise you choose be sure to do a warm up and leg stretches before you begin. The warm up is always first (cycle or jog in place) to get circulation pumping. This way muscles will be prepared to work and you can lessen risk of injury.
If you haven't been exercising in a while, especially years, it's best to start out with leg toning exercises that aren't as difficult such as water aerobics, yoga or a beginner class at a YMCA. You can also do beginner videos at home if you don't feel comfortable exercising in public, many people begin this way.

Walking is also an easy way to tone up legs if you can't get to the gym. Anything you do that uses legs such as gardens, cycling, team sport, swimming, golf, tennis, climbing stairs, jump rope, and calisthenics to name a few, will help promote good muscle tone.
That is, if you do the exercise consistently. You can also alternate them it doesn't need to be the same activity over and over. In fact, it's better, since you will then work leg muscles differently each time. This should be good news for those who get bored easily with exercise routines.

In addition, consider diet, it plays a big role and if you're over weight then you may need to lose weight to see muscle that's under the fat. While it's true that extra activity may help you lose weight it's also true that cutting calories will help you do it a lot quicker, so why not speed up the process.
