Instructions

Unfold 1 yard of fabric, laying it flat on a table or the floor. Lay a length of 1/2-inch wide elastic along one long edge of the cloth. Fold the cloth over the elastic. Using a needle and thread, sew the edge of the cloth to the cloth that it overlaps, creating casing to hold the elastic inside. Once the length of the edge is stitched down to the inside in this fashion, knot thread and cut off the excess thread with scissors. Wrap the fabric around the waist of the person who will wear the peacock costume, and pull the ends of the elastic to make the skirt fit. When the elastic is tight enough, sew the ends together and cut off the excess elastic. This will be the skirt for the peacock costume.

Attach peacock feathers to the edge of the skirt using craft glue. Purchase as many peacock feathers as you can because the costume will look best if the tail is very full. Lay the skirt flat on a table and place a piece of cardboard in between the front and back of the skirt. This will prevent glue from sealing the skirt together when you glue on the feathers. Place a dollop of glue on the elastic edge of the skirt, and press two or three feathers onto the glue. Place the feathers approximately 1/4 inch apart, with the colorful tip of the feathers facing upwards. Hold it in place for about 1 minute, or until the glue holds. Repeat this process, placing feathers completely around the back half of the skirt. Let the glue dry completely.

Decorate a blank mask to resemble a peacock by adding bluish-green glitter glue, sequins and ribbons You can find blank masks, usually black or white, in the craft section of many mass merchandisers. Since peacocks are flashy and proud, add sparkly, glittery materials to the mask. Let the mask dry completely before wearing it.
