You are not able to apply for a new SSN for any reason but someone has stolen your social security number and using it. You have to prove that fraud has happened and you have tried to fix the errors. Creating a new social security number does not separate you from problems with your old SSN. Getting a new SSN means that you have no credit, this can bring on a whole new set of problems.
