How to Make Yourself Look Younger in Adobe Photoshop CS3
People say the camera adds ten pounds, but sometimes it seems like the camera adds ten years. Harsh lighting and shadows can emphasize lines that people don't even notice in real life. Adobe Photoshop CS3 has an easy way to make yourself look younger, using the Surface Blur filter.

Duplicate your image by clicking "Layer" then "Duplicate" from the Layer menu at the top of your screen.

Go to "Filter," "Blur," and "Surface Blur" and choose a setting that lightly softens your skin.
Every photo is different, so you'll have to experiment with the blur setting. Hit "OK." -

Go to the Eraser Tool, and erase out everything from your picture that needs to be sharp (hair, eyes, jewelry). Use the Zoom Tool to get in close.

Go to your layers menu on the right side of your screen. Decrease the opacity of the blurred layer until your photo looks how you want it.
