Step 1
Ridiculize. The objective of the caricature in the long term is to make laugh. And the first and best source of laugh is the ridiculization of something. To this mean you could:
1.1 Exagerate
1.2 Simplify
1.3 Amplify
1.4 Diminish
1.5 Repeat
Any feature of the subject. -
Step 2
Learn do Draw Figure basics. You have to know haow to draw basic forms, just to create an structure that could be repeated several times. Or just to make it esthetical.

Domain the technique. Pencil, Digital, watercolor, pen, marker, etc. every technique you choose master it.

Make a good actitud. A caricature is a psychological portrait, I have learned that if you don't imprint it with enough personality, the people can not understand it. For instance, once another caricaturist friend of mine an myself get a competition to draw another friend who wanted to become our victim. When everybody watch our work, Mine was acurate and very seeming but my friend's was better because he draw the guy with a motorcycle and a tennis ball, the things he loved, even if in this moment he wasn't using them. So he win.
