Aims & Objectives of Disaster Management

Disaster management has recently increased in importance because of the growing awareness of costs associated with disasters, both natural and man-made. Knowing and meeting the profession's objectives helps reduce these costs and improve first responder efforts.

  1. Overall Aim

    • The overall aim of disaster management is to "prevent or reduce losses that occur due to hazards, disasters and emergencies," according to "Introduction to Emergency Management."

    Cycle of Disasters

    • Disaster managers must ensure that they address each phase of the cycle of disasters---mitigation, preparedness, response and recovery. Failure to meet this objective increases disaster costs.

    All-Hazards Approach

    • Each community faces different hazards, yet the response to many hazards is similar. Using the all-hazards approach in disaster management enhances the use of personnel, procedures and equipment in all phases of a disaster.

    Incident Command System

    • Responders using the Incident Command System consistently are able to expand or reduce their efforts according to situational demands. This increases their effectiveness, reduces confusion and lowers costs for responding agencies and communities.

    National and Global Challenges

    • Disaster managers must remain aware of current and future challenges in their field. They can meet this objective through increased professionalism, involvement with planning and regional collaborations.
