How to Make Someone a Vampire in "Oblivion"
Vampires are a faction of individuals and creatures infected with the disease porphyric hemophilia in the game "Oblivion." Players can become vampires accidentally by fighting against other vampires and creatures that carry the disease. You can also contract the disease intentionally by completing Dark Brotherhood quests or eating the "beating heart" from the Mehrune's Razor DLC (downloadable content) quest. Ironically, vampire characters cannot create additional vampires by feeding upon them. You must use the skill of alchemy to make someone a vampire in "Oblivion."

Join or visit a mages guild, and purchase alchemy training from any of the guild locations in the game. Collect and eat various ingredients (wortcraft) to raise your alchemy skills. Practice creating potions with mortal and pestle, calcinator, alembic and retort equipment to raise your alchemy skill to a master level of 100.

Purchase and download the Mehrune's Razor DLC from Xbox Live, PlayStation Network or a retail store for the PC platform. Install the add-on, and complete the quest. Take the "beating heart" ingredient from Msirae Faythung.

Press the action button on your console controller (or mouse on a PC) to activate the mortar and pestle from your inventory. Create a porphyric hemophilia potion using the "beating heart" ingredient. Press the action button to select the potion and apply it to an arrow or weapon in your inventory. Strike any enemy target using the weapon or arrow to transfer the disease and create a vampire.

Tips & Warnings
You can also poison apples available from the dark brotherhood headquarters with porphyric hemophilia. Reverse pickpocket the poisoned apples onto enemy targets to turn them into vampires.
