How to Dispute Shipping Charges Agreed on eBay
A King Kong publicity photo, LED lights for a fish tank or a padded carrying case for an accordion -- whatever you purchase on eBay, chances are it will require the seller to ship it through a mail carrier or delivery service. Sometimes, the shipping fee a seller imposes may seem too high, even if you agreed to it when making a purchase. In that case, you do have options for disputing eBay shipping charges.

Contact the seller. If the item has not shipped yet, ask if there are other, less-expensive options for shipping. Ask for the measurements and weight of the package so you can verify the amount you are being charged doesn't include a substantial surcharge from the seller. If the item has already shipped, explain why you think the seller overcharged you, and ask for a refund of the disputed amount.

Review eBay policies. Read the "shipping and handling costs" section of eBay's selling practices policy to determine if the seller has violated any rules. EBay allows sellers to include things like the costs of packaging materials and insurance in their shipping fee. Sellers can only charge for the actual costs of delivery confirmation, registered mail and similar services offered to the buyer.

Report a violation. If you feel the seller broke eBay's rules for shipping charges, use the link at the bottom of the selling practices page to report the potential violation.
