How to Determine If Someone Is Blocking You on MSN
Windows Live Messenger (formerly known as MSN) is Microsoft's popular free instant messaging (IM) service on which millions of users are registered worldwide. You can register for a free account, download the proprietary chat software and start adding other users to your contact list to begin chatting. Windows Live Messenger also offers an array of privacy options, including the ability to block other users from contacting you via the service. Though the MSN/ Windows Live chat client won't tell you if someone has blocked you, there are ways you can find out this information.

If you know that another Live user has added as a contact the person you suspect of blocking you, you can ask that user to confirm if the person is currently signed on. If the person is signed on and you can't see him in your contact list despite your having added him, the likely explanation is that he has blocked you.

Add the person as a contact on another Windows Live account that the person in question doesn't know about. Sign in to the new account, and check if the person is signed on. If he is, sign in to your original account. If he doesn't show in your contacts list on your original account, it's because he's blocked the account he knows about and not the other.

Check any Windows Live groups to which you both belong. The user list will show the online status of any user who has not set his status as invisible to everyone. If the person you suspect of blocking you shows a status of being online or away but you can't view him in your own contacts list, the user has likely blocked you as a contact.

Tips & Warnings
Windows Live Messenger gives you the option to block everyone but the people in your contacts list. If this is what the other user has done, you will not be able to see him online even with a new user name.
If you believe the user has blocked you by accident, by all means, contact him to clarify the situation. However, don't harass, threaten or become angry at a user for blocking you. Windows Live may restrict or suspend your account for violating its terms of service.
