New cars depreciate as soon as you drive them off the lot. In many cases, purchasing a used car can be a better value. They can be cheaper to insure and you will save a lot of money by purchasing a car that is even a few years old. It's important to make sure the car you choose is safe, reliable and meets California's strict emissions requirements before you buy.

      Research the best used cars. You can find good information on the reliability and quality of certain used car models on websites like the Kelley Blue Book site and Consumer Reports. Make sure that you choose a model that is known to have a good rating when it comes to reliability and mechanical quality.

      Check the vehicle record. While it does cost money, it's a good idea to purchase a Carfax report on the vehicle you intend to buy. This will tell you if the title is clean and whether or not it's been in any major accidents. You should also take the car to a mechanic for a safety check. He will be able to tell you if the car will require any major work or if it meets standard safety requirements.

      Fill out a bill of sale. It's a good idea to use a bill of sale when purchasing a used car. Create two copies, one for each party. Make sure to include a space for the Vehicle Identification Number (VIN), the make and model of the car, the purchase date and the price. Both parties should sign this and take copies for their records. This is in addition to filling out the back of the title for the car.

      Complete the title paperwork. On the back of the car title is a space for both parties to put their information for the title transfer. Complete the form and then take the title to the California DMV.

      Transfer the title. Once you've purchased the car, you have 10 days to notify the DMV of your purchase and 30 days to transfer the title into your name. Take the title to the DMV. You will need to pay a transfer fee. The previous owner is required to have a current smog certificate for the car. Bring this certificate with you. The smog check must be no older than 90 days. Pay the transfer fees and your new title will be mailed to you.

  • If the car you are purchasing has been financed, you will need a releasing signature from the finance company on the title too.
