1. Go to the Rutherford County Clerk's Office and complete an application from the Business Tax Department. You must do this within 20 days of starting a business in the county. The license fee is $15 and you will receive the license immediately upon completion of the form.

2. Visit the Murfreesboro Finance Department office to fill out the information needed for a business license in the city limits. You can also request a form and complete it by mail. The license cost for the city is $15 and you must pay by cash, check or money order.

3. File business tax returns annually with the Tennessee Department of Revenue. The Rutherford County Clerk website notes that as of January 2010, business tax returns are no longer handled by the city or county but must be filed with the Tennessee Department of Revenue.
