How do I Reserve a Parking Space for Moving in Portland, Oregon?
Portland, Oregon, balances its natural beauty and growing economy through land-use planning laws enacted in 1973. Set up to counter urban sprawl, the law requires every municipality in Oregon to protect the natural environment by using urban growth boundaries (UGB) and maximizing the land within those areas. As a result, Portland has built up and not out, and now has many high-rise apartment complexes downtown. Moving into one of these complexes requires coordinating with the city to reserve the appropriate parking area.

Permits are location specific. If both the area you are moving from and the area that you are moving to require permits, you will have to obtain two separate permits.
