Starting a small business is easy in Quebec. There are a few forms that need to be filed, depending on the type of business you want to run. You may also have to register your business with the local tax authorities, "Revenu Quebec" (abbreviated MRQ) as well as with the "Registraires des Entreprises" (abbreviated REQ). Keep in mind that all correspondence in Quebec has to be conducted in French. Some small fees apply when registering your business.

Obtain a name search report from the "Registraires des Entreprises" by filing form “Demande Pour Obtenir un Rapport de Recherche de Nom" in order to make sure nobody else is already using the name you intend to give your business.

Register your business with the "Registraires des Entreprises" if your business name does not consist of your first and last name. Use a form called “Declaration D’Immatriculation: Personne Physique Exploitant une Enterprise Individuelle” for a Sole Proprietorship, a form called “Declaration D’Immatriculation: Societe En Nom Collectif” for a Partnership or a form called “Declaration D’Immatriculation: Personne Morale” for a Corporation. Also register your business with the local tax authority called "Revenu Quebec" in order to deal with Goods and Services Tax issues as well as proper filings of Quebec Sales Tax.

Pay fees for filing the forms. The charges are 24.16 dollars for the form titled “Demande Pour Obtenir un Rapport de Recherche de Nom" if you are conducting the search for a Sole Proprietorship or 42.56 dollars if you are researching Corporations. The filing fees for the other forms are: 32.00 Dollars for the form called “Declaration D’Immatriculation: Personne Physique Exploitant une Enterprise Individuelle”, also 32.00 Dollars for the form called “Declaration D’Immatriculation: Societe En Nom Collectif” and 212.00 Dollars for the form called “Declaration D’Immatriculation: Personne Morale,” with all prices as of 2010.

Start conducting your business the day you filed the forms, as determined by the dated and stamped receipt you will be given at the REQ service counter if you deliver your forms in person or by the dated postal stamp on your copy of the letter certification form. The registration process ends for the applicant when all the paperwork has been submitted. Processing the paperwork usually takes about four weeks. The REQ will mail a notification of registration to the applicant. Corporations will receive a number by which they will be registered with the Registraires des Entreprises and Revenu Quebec. There is no need to apply for that number on another form as it will be assigned automatically and mailed to the sender of the registration form.
