How to Disable or Enable Home Page Setting in Internet Explorer
Administrators in charge of multiple computers and users sharing a single computer may wish to prevent people from changing the home page settings in Internet Explorer. The only way to do that is by making a change to the computer's registry. The registry holds all of the Windows settings, such as the last wallpaper used and the logo image that appears in Internet Explorer. If you disable the browser's home page setting, you can always enable it again using the same registry editing procedure.

Click the Windows "Start" menu, select "Run" and type "regedit" (without quotation marks). Press "Enter." The Windows registry editor will open. You will see a tree containing folders on the left side of editor. When you double-click a folder, it will open and display the folders that it contains.

Double-click "HKEY_CURRENT_USER" to open it. Double-click "Software" and then "Microsoft."

Double-click "Microsoft" to open it. You will see a folder named "Internet Explorer."

Right-click "Internet Explorer" to display a drop-down menu.

Select "New" and then "Dword (32 bit) Value." The editor will create a new registry value named "New Value #1." You will see it on the right side of the editor.

Right-click that value and select "Rename." Rename the value as "HomePage" by typing in the highlighted box.

Right-click "HomePage" and select "Modify." An Edit window will open. You will see a text box named "Value Data."

Type "1" in the text box if you want to disable home page settings. Otherwise type "0" (zero) to enable home page settings.

Click "OK" to close the edit window.

Click "File" and select "Exit" to close the registry editor.

Any user with administrator access who knows how to perform this registry update procedure can reverse your changes.
