It is possible to upgrade Windows 98 without a disk.

Upgrading your current copy of Windows 98 to a later edition of Windows (such as XP) is possible even if you do not have an upgrade disk currently in your possession. This is possible by downloading the setup files for a floppy disk installation from Microsoft, enabling you to create your own upgrade disk from nothing more than blank floppies.
