Step 1
Purchase or download an image editing program, such as Paint Shop Pro or Adobe Photoshop.

Start the image program and open the picture you want to convert.

Select Save As from the File menu. A dialog box will open.

Look at the bottom of the dialog box and find the File Name and Save As boxes. Find the location where you want to save the new image, and type in the name.

Click on the drop-down menu in the Save As box. Choose the new format from the options listed and click Save.

Choose the GIF format for simple line art, drawings and small photos. Images saved in GIF are drawn line by line and are also used for animations and transparent images.

Select JPEG for larger photos (over 100 by 100 pixels). Photographs saved in this format render greater detail, even when compressed.

Opt for GIF when converting black-and-white or gray-scale images. GIF uses fewer colors and more details and will save the image as a smaller file. There are exceptions, however; when in doubt, convert it to both and compare the quality.

Step 4
Choose bitmap format (BMP) only if you're sure the browser you'll use most will support it, and if you don't care about browser compatibility. Most browsers (especially Mac browsers) don't support BMPs, and the image isn't optimized like GIFs and JPEGs are.

on 6/30/2008 there're many software can do this. eg: 'Total Image Converter' and 'Image Converter & Resizer'. They both can easily create and converter images.

on 11/22/2005 Use oil hand coloring sets and/or pencil sets. Squeeze a pea-sized drop of each oil color onto your palette. Apply the oils sparingly to your photo, using 100% cotton applicators or swabs. Blend colors and remove excess paint by gently wiping with cotton balls. Just erase with a cotton ball or plastic eraser if you don't like something and try again. Add details with pencils and let them dry completely. Begin with the lightest colors first and color the large areas. Add blending and shading by gently stroking in complementary colors or shades from the same color family.
