How to Repair Physical Damage to a Non-Data DVD and CD
When a non-data CD or DVD receives damage (such as a scratch or nick) it can cause it to not run properly on your computer or DVD player. Depending on the severity of the damage, you may be able to return the disc to working order. But if the scratch is deep, or if you have damaged the label side of the disc and you can now see through the CD/DVD, there is nothing you can do to fix the issue.

Clean off the CD and DVD with a damp cloth. You want to make sure to remove all dust, dirt and fingerprints from the disc before continuing on. Clean the disc from the center to the outside. Moving in a circular motion can force dirt into the scratch or push it into the small groves of the CD, causing further damage.

Dry off the CD with a soft, lint free cloth. You want to make sure the CD or DVD is always dry before using it.

Place the disc into a disc repair kit. Power the disc repair kit on (or turn the hand crank attached to it). This buffs the light scratch out of the disc.

Remove the disc from the repair kit and wipe it off with the damp cloth. This removes the residue that may be sticking to the disc. Dry the CD/DVD and insert it into your computer or CD/DVD player.
