According the New Navy Uniform Regulations, a Navy service uniform will show ribbons on the left breast of the shirt for E-6 and below. Officers and Chief Petty Officers (E-7 to E-9) will wear a new khaki service uniform with jacket. The wearer will line the ribbons on a ribbon bar in the order of precedence.

Wear military ribbons from right to left according to order of precedence. Thread each ribbon onto a ribbon bar from the bottom up using the low precedence ribbon first. Line each ribbon in order in accordance with uniform regulation medals "Order of Precedence" chart.
Wear ribbons centered 1/4 inch above the pocket. The ribbon bar as two pinpoints with studs on the bar back to hold the bar in position. Line the bar above the pocket, pushing the pinpoints into the jacket or shirt. Use the studs to secure the pinpoints. Once the ribbon bar pinpoints have their studs secure, the bar will not move or fall off.
Wear ribbons on a woman's shirt centered on the left side. Placement of the ribbon bar should fall 6 1/4 inches down the front seam of the shirt. Measure from the shoulder seam down to put the ribbon bar centered and level. Once placed, push bar pinpoints into the shirt fabric and secure with studs on reverse side.
Wear ribbons on an officer's or chief's khaki jacket above the left breast pocket. Center the ribbon bar 1/4 inch above the jacket pocket. Once placed, push bar pinpoints into the jacket fabric and secure with studs on reverse side. This applies to both woman and men.
