How to Make Speech Balloons on Manga Studio Debut
Manga Studio Debut is a graphics program used for digital drawing and comic book page layout. However, it does not include an automatic speech balloon creation feature. In order to place speech balloons on your comic page, you will have to create them from scratch. This can be done by placing shapes on a new layer and filling them with the Paint Bucket tool.

Open the comic page image in Manga Studio Debut.

Create a new empty layer by clicking the "Layer" option in the menu, then "New Layer."
This layer can be a Sketch layer or a Raster layer. Give the layer a name and click the "OK" button.

Click the "Polygon tool" and set the number of polygon sides to three.

Click on the comic page once, then drag your mouse cursor and create a small, thin triangle. This will be the tail of the speech balloon.

Click and drag the center of the triangle to rotate the shape. Point the speech balloon tail towards the character who is talking in the image.

Right-click on the "Polygon tool" and select the "Ellipse tool" from the menu.

Click on the comic page once, then drag your mouse cursor to create an ellipse in the same layer as the triangle. Make sure the ellipse connects to the triangle--it is OK for it to overlap. This will be the body of the speech balloon.

Use the "Eraser tool" to remove the extra lines inside of the speech balloon where the triangle and the ellipse overlap.

Choose the "Paint Bucket tool." Click inside the speech balloon and fill it with white paint.

Use the "Text tool" to type the speech inside of the speech balloon.

Tips & Warnings
Because the speech balloon is on its own layer, you can move it around and rotate it without affecting the images underneath it.
