How to Control CPU Usage
Programs that have been installed on your system will use varying amounts of CPU usage and resources when they are running. Some programs, however, tend to consume more CPU usage than others. When this happens other programs cannot run until the CPU usage decreases. You can control CPU usage by prioritizing the CPU usage of the programs and processes that are running on your system. This can be done by using a utility such as Process Lasso.

Tips & Warnings
Setting the throttle level to high will not allow programs to use high levels of CPU usage.
Other programs that you can use to control CPU usage include CPU Limit and Cacheman.
Process Lasso is freeware but you will see a window will pop up from time to time asking you to purchase the program.
