How to Uninstall Software in Safe Mode Windows XP
The safest way to troubleshoot issues is through safe mode. When programs are not functioning properly, then safe mode is a way to restore them. Uninstalling programs via safe mode is best because there are limited system components running. Support.microsoft.com gives very lucid instructions on how to remove software in safe mode.

Exit all programs and save any work that you are working on. Any unsaved work will be lost. Restart the computer by going to "Start." Look to the right to find the "Restart" button.

Right before the windows screen appears, press "F8" continuously. Scroll to "Safe mode" when the screen prompts. Wait a few seconds for your computer to load up. Press "Yes" when the message window asks if you want to continue working in safe mode.

Go to the control panel by clicking the "Start" button. Press the "Control panel" icon, once you see it to the right.

Double-click the "Add or remove programs" button. Select the program that you desire to uninstall in the currently-installed programs box. Be sure to select the exact software that you wish to uninstall.

Select "Yes" when you are prompted to continue removing the program. Restart the computer and go back to normal mode. Check under "Control panels and programs" to ensure that the software is removed.

completely not helpful..windows doesnt load the windows installer service in safe mode.
