How to Access Hotmail Email Through Outlook Express
Because of the demands placed on Microsoft's Hotmail email servers by the ever-increasing storage space offered to users, Microsoft disabled the ability of Outlook Express to sync directly with Hotmail accounts in 2009. For this reason, you may find that when you attempt to configure a Hotmail account automatically in Outlook Express, it fails to authenticate and download your mail. However, Hotmail allows traditional POP3 server access, which can enable you to use Outlook Express with your Hotmail account. Access Hotmail through Outlook Express by configuring it as a POP3 account.

Tips & Warnings
The POP3 email technology is not designed to synchronize with a server, which can cause some changes that you make on your local computer not to be reflected if you log into your Hotmail account using a web browser. For full synchronization capability, download and install Windows Live Mail, available free from Microsoft. Windows Live Mail requires Windows XP with Service Pack 2 or newer.
