Determine your company strategy. If you intend to open a cupcake shop, your business will rely on foot traffic. You'll need to search for a business location near a steady supply of hungry shoppers, such as in a mall or next to a theater. If you prefer to deliver fresh cupcakes, you will need to have a baking kitchen and a steady supply of events, distributors and customers to deliver to, such as grocery stores, county fairs, or office buildings.

Write a business plan. This process allows you to determine precisely who your customers are, how to market to them, how much money you'll spend gaining your customers and operating your business, and how much revenue to expect. Revenue projections are always guesswork, but it helps to evaluate your competition. Determine how successful your competitors are, what their strategies are, what they are charging for their services and products, and approximately what their costs are.

Apply for permits and licenses. Because you're serving a food product, you'll be regulated by the state and local authorities that have jurisdiction over food service businesses and food safety. Plan for the costs associated with these inspections and for their impact on your business. It is a good idea to establish and maintain excellent relationships with your local regulatory authorities.

Purchase your inventory. This includes not only such raw ingredients as flour and sugar, but also the tools and instruments you will need to make your cupcakes. You may choose to invest in silicone cupcake pans and a wide variety of frostings tips. You'll also need boxes and cups for to-go orders, napkins, and plastic flatware. Your goal should be to carry just enough inventory to handle your customer load, without running out or buying extra to keep in storage.

Market your business. Create a website and brochures with pictures of your cupcakes and a clear price list, menu, or location information. Offer free samples of your cupcakes, or offer to cater cupcakes to a highly advertised local charity event. When you do offer samples, make sure that the venue you have targeted will actually contain potential customers. This is especially true for wholesale cupcake orders.
