Turn off Airline mode, then turn it on. By doing this, the 3G network provider will assign you a new external IP address. If this doesn't work (use IpManager to verify it), wait for a while and try it again.

Use IpManager to verify you have got a new external IP address. IpManager is a iPhone app that show your current internal, external IP address of your iPhone or iPod touch. It has a feature to show you if this IP address is new or not by comparing the current external IP to IP history.
