To avoid rough heels you first need to make it a priority to take proper care of your feet in general. There are a few ways of doing this and it's no big deal just takes a little time. It may cost a little bit too, but it's worth it to have pretty feet don't you think?
Stop going barefoot this will get you dry rough heels and feet every time. It sounds like common sense, since feet aren't protected from the elements and rough ground, however, people still do it all the time.

Limit time wearing open back sandals and thin soled shoes. They look nice and help keep feet cool; however, they create dry skin problems. The best time to wear them is in the cooler part of the day, which kind of defeats the purpose for some people. It's a matter of priorities I suppose.
Wear quality shoes and socks that give feet extra support and protect skin. It's also good to use insoles for extra cushioning, especially in the heel. Feet need to be able to breathe and well made shoes will do the trick.

Avoid prolonged standing this may be hard to do if you have a job that requires it. Try to take more breaks and give rough heels a break from the pressure. This is another time where quality shoes, socks and insoles can come to the rescue and keep heels from becoming dry and cracked.
Make sure you not only have proper shoes and socks, but that they also fit correctly. Not too tight, not too loose. In addition, limit time wearing nylon stockings and high heel shoes both create feet problems.

Keep a healthy weight people who are overweight place more pressure on the feet and this can cause rough heels to develop. Also, when a person gains weight their feet can swell or get fatter, which makes shoes tighter.
Lastly, soak, exfoliate and moisturize feet on a regular basis. This is basic foot care 101. Add a pedicure and foot massage whenever possible to increase circulation, pamper the feet and prevent dry cracked heels.
