How to Change DPI in Photoshop Elements
Photoshop Elements is a powerful, user friendly photo editing program (the little brother of Photoshop). With it, you can do any number of things to images, from cropping to adding effects. And while Photoshop Elements is intended for consumers, it can be used to produce images ready for professional printing. However, when printing professionally, you need to provide the printer with a version of your image that has a high enough resolution, or DPI.

Open Photoshop Elements. Open the image you want to work with.

Go to the Menu, and select "Image" and then click "Image Size." A dialog box will pop up.

Make sure that the checkbox at the bottom called "Resample Image" is checked on.

Go to the Resolution, and increase the resolution by 10 percent. This means if the resolution is now 100, make it 110. (Incrementally increasing resolution instead of simply typing in the final size is that it produces a sharper image._

Repeat step 5 until you have the resolution you want. Generally, printers like Staples or Office Depot will be satisfied with 150 DPI.
