Put a sign outside of your house (by your mailbox) stating that you don't want free papers or circulars delivered to your house (by someone other than the post office). This will often be enough to get the delivery person to stop delivering the papers. Keep in mind that the post office employee cannot follow these signs and must deliver everything addressed to you.
