First you need to decide what type of candles and wax to start with. It's really up to you but I like container candles because in my opinion they are the easiest type of candle to start with.

Next you're going to have to learn how to actually make and test the candles. Everything that you make needs to be tested for safety and quality before you even think about selling it. Before you start selling your going to need find insurance to protect yourself from lawsuits. Sometimes your home owners insurance will cover this, after checking around I was able to find a small local company that would cover me at a very reasonable rate.

Next you're going to need to find a supplier for your candle making supplies. If you're lucky enough to find one within driving distance this will save you a ton of money on shipping. Otherwise always try to buy in bulk this can help considerably with shipping costs.

Now you're going to have to figure out your pricing. To do this you will have to break down the cost of everything that goes into making a candle.
This will be the cost of the wax, the jar,fragrance,wick,and color. This amount is doubled for wholesale and tripled for retail. -

You're going to want to start promoting your business. To do this you're going to need some brochures or flyers as well as business cards. Also a low cost website is the perfect way to show case your work.

There are a lot of ways that you can get started selling your candles. You can take some to work and show them off to your co-workers. Or you can have a candle party or you can approach some of the local stores to see if they're interested in selling your products. You might have to give away a candle or two to get your foot in the door. I've done this many times and for me it always resulted in much more in sales. But you do have to be on your guard in order to not be taken advantage of by someone who may just be looking for free stuff.

Fundraising is another good way to sell your candles so you might try checking with some of your local schools and churches.

Tips & Warnings
I don't recommend buying your supplies from a craft store for two reasons.
1. It will be way to expensive
2. The quality of supplies will be poor.
