1
Shop the dollar store or discount store for sand pails. They don't need to be fancy, but you need one for every table at your party. You also need sandbox sand; visit any home improvement or retail store. Usually a 50-pound bag is only a few dollars.

2
Fill your buckets with the sand. You will need to pack it down so that it will provide a good base for the photos you make in the next step.

3
Glue photos of your graduate to the popsicle sticks. If you're creative and ambitious, you can create flower shapes from construction paper or any other type of border, glue the picture in the middle of this and glue this to the sticks.
-
4
Stick the popsicle sticks with photos in the sand pails randomly. Stagger the heights so they have visual interest.

5
For even more creative but cheap graduation centerpieces, get some shells (also from the dollar store) and scatter these in the pails and around them as well. You can use a folded beach towel as a runner along the table. Get some plastic toy ants, crabs, or lobsters and scatter them around as well.

Beach scrapbook supplies can also give you additional ideas. Use beach scrapbook paper as your photo borders. Put beach stickers on your vinyl tablecloth.

Tips & Warnings
Use a wide variety of photos of the graduate, from childhood to present. If you don't want to ruin your only photo, take them to your local pharmacy or office supply store where they can typically copy them for just pennies.
