How to Choose your Civilization Type in Spore
What you do in the Tribal Phase determines what kind of society you get in the Civilization Phase. This has a radical impact on gameplay during the Civilization Phase. Each society has distinct advantages and disadvantages that you should know before you start the Tribal Phase.

1
Know your choices. You can have a Religious, Military or Industrial society in the Civilization Phase. Religious societies convert their enemies through force and have happier populations and moderate productivity. Military societies use power to destroy their enemies but tend to have unhappy populations and low productivity. Industrial societies must form alliances with their neighbors. They have little influence on their populations, but high productivity. Choose the society type that best suits your gameplay style.

2
Make friends. Making friends in the Tribal Phase is almost always easier and less-costly than fighting a war with another tribe. Beware of making too many friends though. To build an Industrial society, you must both ally with some tribes and destroy others. Befriending every tribe will create a Religious society.

3
Make war! Just like making friends, you must wage war on at least some tribes in order to create an industrial or a military society. Industrial societies require a mix of war and peace while military societies require mostly war.

4
Check the evolution chart frequently. This allows you a glimpse at which direction your tribe is headed in. This also shows you precisely how close to a particular civilization you are. A very high line on the graph indicates your tribe is headed toward a religious society. A mid-line indicates an oncoming industrial society and a low line means you're heading for a military society.

5
Change pace. If you find your tribe is headed in a direction you don't want it to, immediately cease or begin hostilities with another tribe. Note that you can start wars with former allies and you can always give gift baskets to former enemies.
