Step 1
first, you need to decide whether or not you want to be a PvP or a PvE mage. If you want to be a PvE mage then cold is very effective for soloing or small groups, but a fire mage is better for raids. If you want to be a PvP mage then you basically want cold. Almost all good mages in PvP are cold based.

Step 2
After deciding what you want to be, look up some different build order for your respected class and decision. There are plenty of good ones out there, make sure that your build order is up to date as far as the current world of warcraft version number. Often as a cold mage you will find that you have extra points to spend after getting the essentials and this is where other build orders can help you out.

Playing a cold based mage isn't real hard. Basically shoot frostbolt at them to slow them down and keep spamming that until ice lance pops. when icelance pops use that, always. If needed frost nova the person to keep them off of you, and if more than one use iceblock or blink if necessary.
