How to Get Final Form in Kingdom Hearts 2
Final Form is the last form Sora can get in Kingdom Hearts 2. It's also the most powerful and hardest to get and level up. It has some neat moves that let you auto attack while gliding and jumping. Even though Final Form reduces the risk of Anti-Form, it doesn't prevent it all together. You'll still need the drive recovery items to recover completely.

Enter Twilight Town when it comes back on to the world map. Go to The World That Never Was and enter the skyscraper.

Complete the boss fight "Final Mix." Obtain a key blade that increases your chances of converting into Final Form.

Level up your Final Form by going to the Underdome. Enter the Cerberus Cup and select "Master Form." If you don't get Final Form, push the "Start" button, and then select "Retry." Keep doing this until you're in Final Form.

Keep your drive gauge full. You can do that in the Cerberus Cup, but you can also do it by going to any save point while you're in any drive form and exiting to the world map. Return to the same save point and your gauge should be full again.

Tips & Warnings
The first time you get Final Form is around level 50. There's no specific time, but you should have it if you're at or above level 50 when you get the key blade from the "Final Mix."
Know the difference between nobodies and heartless. You have to fight nobodies to level up Final Form.
The castle in the World That Never Was is full of nobodies. You can use the level up described in Step 4 at the save point in the castle. Just get back to your save point before your drive gauge is empty.
