How to Make the Create-a-World Tool on "The Sims 3" Work
The Create a World tool for "The Sims 3" is a standalone program that combines a feature-rich map editor with a light version of "The Sims 3." This tool is used to edit and paint terrain, place trees, add collection spawners, and place community and residential lots. Users then can install these newly created worlds into "The Sims 3" game. The tool looks intimidating at first glance. The controls are not user-friendly for first-time users. However, it is not too difficult to make this tool work, with a little practice.

Open the Create A World tool. Click "File" and select "New World." In the New World Options panel, set the map height, terrain type and a map image file. You have three map types and three map sizes to choose from. Click "Ok."

Examine the user interface. You will notice four panels are visible: World Layer, Metadata, Property Browser and Render Panel. Right-click on World Layer, and click on "Add Layer." This is important, because you cannot begin creating your new world without adding a layer.

Click the "Terrain" tab at the top, and then click the "Terrain Editing Tools" button. The Terrain Editing Tools panel will open. There are a number of options to choose from. You can set brush parameters, select and paint terrain, and sculpt terrain as well as separate routable from non-routable areas. The only way to learn how to use these tools is by playing around with them. Try different brush settings. When you find a setting that achieves the desired effect, click the little blue arrow button, to save the brush setting for future use.

Add objects to your game world. Under the Metadata panel, you can select objects such as trees, collection spawners, effects and other neighborhood items. Select object from the menu tree, and double-click to add them. Use the buttons under the Utility tab at the top-left, to reposition the added objects.

Place roads. Under the "Roads and Trees" tab, click on the "Road Placement and Editing Tools" button. From here you can place and connect roads, intersections and sidewalks.

Place lots. Click on the "Lots" tab. Click the "Add New Lot" button to place a lot. Other buttons under this tab allow you to clone lots and conform lot terrain to match the surrounding terrain. Use the Utilities menu to reposition the lot. Under the Property Browser panel, you can add a unique street address by typing it into the "Lot Address" field.

Capture a screenshot of your world, using your favorite graphics editor. Save the screenshot as a 125-by-125 image. In Create A World, right-click on "World Layer" and select "Add/Edit Description." Name your town, add a brief description and add the screenshot image you just created. Save your world. Select "World to Export" by choose this option under the "File" tab.

Close Create A World. Load "The Sims 3" Game Launcher. Under "Downloads," select your new world and click "Install." Start a new game using your world.

Tips & Warnings
Plan your town layout before creating your world.
Make sure you have enough houses in your world to support all your sim families.
Place the Distant Terrain object around the outer edges of large (2048-by-2048) worlds for a more realistic appearance.
Create A World usually will stop working after updating "The Sims 3." You must install an updated version of Create A World, to address compatibility issues between the tool and the game.
