Nail polish remover is a common ORM-D commodity.

In the Code of Federal Regulations (CFR), ORM stands for "other regulated material." ORM-D designates a hazardous material packaged for use by the consumer and, as such, is exempt from most of the Department of Transportation regulations regarding labeling and transport.

  1. Hazardous Materials

    • Many common household items contain hazardous chemicals. For example, nail polish remover contains acetone. Acetone is a hazardous material pursuant to 49 CFR 172.101. In bulk, acetone must be shipped in accordance with all packaging, labeling and stowage regulations.

    Consumer Commodities

    • Some hazardous materials, such as nail polish remover containing acetone, can be exempt from the detailed and, often onerous, shipping requirements if they are considered ORM-D consumer commodities under 49 CFR 173.144. ORM-D goods are intended for retail sales to individuals for household use. They are considered a low safety risk because of packaging. For example, nail polish remover in an 8 ounce bottle is a small fire hazard compared to acetone in a 55 gallon drum.

    Labeling

    • Hazardous materials falling under the ORM-D classification are exempt from all shipping paper requirements and can be labeled "ORM-D, Consumer Commodity" pursuant to 49 CFR 172.316. No other labeling, manifesting or DOT hazardous material paperwork is required.
