Import Duty on Textiles

Textiles are important commodities, supporting industries such as clothing and upholstery manufacture. The U.S. government charges import duties on some imported textiles to protect domestic production and support international business. The rates vary based upon the producer and the product.

  1. General Rates

    • General tariff rates apply to the majority of nations. These rates are considered normal trade relations. For some types of textiles, such as cotton gauze, there is no import duty; however, rates may be higher for products such as cotton yarn, which has a rate of 12 percent.

    Special Rates

    • Special rates apply to specific trade programs, which may be with certain governments or trade organizations or related to a certain industry. Lower than the general rates, these can be as low as zero percent. If the general import duty is free, there will be no special rate for that category, as the rate cannot be lower.

    Restricted Rates

    • The United States applies special rates to countries whose business the government wishes to restrict. The U.S. International Trade Commission reports restricted rates on Cuba and North Korea. Rates of duty vary based on the material but can be as high as 90 percent for products such as lace.
