The best way to lose weight is lots of cardio, jogging or working on cardio machines. You can bulk up by focusing on the muscles you want to get bigger and using them in resistance exercises. An example would be your chest and biceps. A great exercise, but not the only one, to bulk these muscles up would be the classic bench press.
