Postage stamp denominations are based on how much a letter or package weighs.

Prior to 1863, postage rates were based on mileage. In 1863, to standardize the cost, the United States Postal Service set the domestic rate at 3 cents per 1/2 ounce. As of July 2010, the postage rate for a domestic letter is 44 cents for the first ounce.

  1. Setting Rates

    • The Postal Regulatory Commission, five members appointed by the president, conducts public hearings on proposed rate increases or changes in postal operations. Following the hearings, recommendations are submitted to the Postal Service Board of Governors. The Board of Governors, comprised of nine members, also appointed by the president, decides on whether to enact the recommendations from the Rate Commission.

    Domestic Rates and Weight Limits

    • On May 11, 2009, the domestic postal rate increased to 44 cents for the first ounce and 17 cents for each additional ounce. The weight limit was set at 3 1/2 oz. with a cost of 95 cents.

    International Rates

    • As of July 2010, the international postage rate is 75 cents for Canada, 79 cents for Mexico and 98 cents for all other countries, per ounce. Additional rates per ounce vary, with the maximum weight set at 3 1/2 oz.
