What Is the Difference Between Evaluation & Performance Measurement?

The purpose and design of evaluation and performance measurement is to identify underlying causes of teacher effectiveness and student learning. Traditionally, the evaluation targets the teacher, while the performance measurement gauges the student. For reliability, implementing both is recommended.

  1. Definition

    • The evaluation process judges the effectiveness of a teacher. A standard evaluation is administered by a principal and can happen as often as twice a year and as seldom as once every two years. A performance measurement rates the performance of a student. Both local school districts and state level entities may administer such assessments at various grade levels between kindergarten and 12th grade.


    • An evaluator typically judges the effectiveness of a teacher by looking at her professionalism, professional growth, classroom management, communication, student engagement and instruction. Meanwhile, a performance measurement will likely assess a student's content and procedural knowledge, mechanics, written expression and reading comprehension.


    • The evaluation process features questions based on criteria set by the governing body. These allow a teacher to manage a class and present a lesson without interruption or censure. The performance measurement employs indicators that act as benchmarks to gauge where a student should be at different points throughout a school year.


    • Exemplary, outstanding, proficient, competent, need for improvement and unsatisfactory are the choice of grades given to the teacher evaluation and performance measurement of the student. Assessors typically study the results before making any recommendations.


    • An analysis of the results leads to recommendations, but neither the teacher nor the student should fear repercussions because their purpose is to help both groups improve.
