You don't have to be a master artist to draw a set of handcuffs on a piece of paper. At the end of the day, handcuffs are essentially three separate shapes -- two circles (one representing each of the cuffs) and a strand of chains that connects the two. However, by adding a few specific details to your drawing, you can make sure everyone who looks at it knows what it actually is.

Find an image of a set of handcuffs online to use as a drawing reference. Even if you think you have a pretty good idea of what handcuffs look like from memory, using a reference image can help you pick up on details you may not actually remember. Services such as Bing and Google Image Search allow you to find images of specific objects such as handcuffs.
Draw the circle that represents the first of the two cuffs on screen. Draw a smaller circle inside that circle to represent the thickness of the cuff.
Draw a another circle to the left or right of your original circle on the sheet of paper. This can represent the second cuff. To quickly visualize that you're drawing a set of handcuffs, consider leaving the second cuff open. Instead of drawing the full circle, draw a half circle and leave a gap where a person's wrist would go.
Sketch a thin chain connecting the two cuffs together. Depending on how realistic your drawing will be, you can either draw each individual link in the chain or just draw a line that represents the idea of the chain.
