1
Cover the ceiling with white tulle. This can make your room seem like the inside of a tent. Take a 10-yard section of tulle and tack the end to the center of the ceiling. Add another tack where the ceiling and the wall meet. Let the fabric dangle down. Put up six sections of tulle, repeating the step until the ceiling is covered.

2
Cut six red streamers to hang from the ceiling. The streamers should be in equal length of the room you are decorating.

3
Tack the ends of the streamers with pushpins to the center of the room. Spread out the opposite ends of the streamers around the room and position them in place with pins. This will give the illusion of being under a circus big top.
-
4
Arrange clusters of helium-filled red, yellow and blue balloons around the room. Tie them to balloon anchors and place them on tables or on the floor.
-
5
Draw large animal figures, such as a lion, tiger or an elephant, on poster-board paper.
-
6
Color in the figures with paint or markers. Cut the images out of the poster board. Display them on the walls of the party room. Hang them up with pushpins.
-
7
Fill red and white striped bowls of orange candy peanuts and popcorn and place them on tables. These circus treats will put kids in the carnival mood.
-
8
Blow up brightly colored beach balls in various sizes. Toss them around the room or yard.
