- Nose pliers
- 12-V test light

Step 1
Locate the cigar lighter fuse in the fuse panel underneath the dashboard on the driver side. Most fuses are marked for easy identification; if not, check your car owner's manual or vehicle service manual.

Pull the fuse off the fuse panel using a pair of nose pliers. Look through the clear plastic case of the fuse and check the metal strip between both fuse metal connectors. If the metal strip is broken, replace the fuse; then, turn the ignition key to the "On" position and make sure the lighter works. If the fuse is in good condition, re-install it and continue on to the next step.

Step 3
Plug the wire connector of a test light to a good ground--a bolt or metal bracket under the dashboard, for example. Then, turn the ignition key to "On" and probe both sides of the lighter fuse. If the test light does not glow, check the fuse panel connections and clean or repair as necessary.

Step 4
Probe the power wire going to the lighter socket. You will see the wire through the back of the lighter box or socket. Make sure to connect the test light to ground, and be sure the ignition switch is in the "On" position. Touch the power wire with the test light probe. If the light does not glow, check and repair the power wire connection between the fuse panel and the cigar lighter.

Step 5
Repeat the test from Step 4. This time, however, clip the test light wire to the lighter socket case to use as a ground connection. Make sure the ignition key is in the "On" position, and probe the lighter power connection. If the test light glows, replace the lighter heating element. You can buy one at most auto parts stores. If the test light does not glow, check the wire that connects between the lighter socket and ground.
