How to Make Paper Flowers

      Bend the tip of a pipe cleaner to make the center of your flower. You can make a small bend for a tiny flower center, or you can bend and twist the tip to make a large ball. You can thread the tip through a large bead for a creative twist.

      Cut a piece of construction paper for the center-most part of the flower petals. Get creative! You can cut a simple circle, or cut pointy or scalloped edges.

      Poke a small hole in the center of the flower petal piece. Thread the piece on the pipe cleaner stem and push it all the way to the tip created in Step 1.
