Cover your work area with newspaper. Using the sponge brush, cover the lace with the decoupage glue and let it dry. Cover with another layer of glue and let it dry thoroughly.

Using a pipe cleaners, create a topper for the cone. Some ideas for toppers are a star, heart, squiggles, triangle or even a snowman. Leave a couple inches of pipe cleaner at the bottom of the design so it can be attached to the cone.

Bend the pipe cleaner gently to form the desired shape.

Insert the tail of the topper into the hole at the top of the cone. Hot glue it in place. Punch two holes on opposite sides about 1/2 inch from the bottom edge of the hat.
